I believe this is the default behavior of Discourse and it should be modified because a strict link limit for “new” users does not prevent forum spam — it only punishes those who write good documentation.
This is because people always want to reinvent the wheel. Many fine forum software packages are available, but discourse is not one of them. It works poorly and is not convenient to use.
